During our budget hearing, isa sa mga sinabi kong justifications why CATSU needs to be supported by DBM, NEDA and Congress to build more classrooms ay itong scenario: “We are now forced to hold classes under the tree!” Well, apart from the fact that the temperature has gone so high due to the summer heat, admittedly we really need to build more classrooms with the sudden increase of our students from 5K to almost 15K.
With our request for 85M budget for repairs of classroom damaged by Typhoon Rolly still unapproved; with the sudden increase of our student enrollment from 5K to now almost 14K as a result of full implementation of Kto12; with the reduced budget made by Congress for infrastructure in the previous year; and worse, with almost 54M budget deficit for free tuition fees as a result of low Congress allocation for SUC’s including CatSU, iyan po talaga ang isa sa mga mangyayari. Congress must open its eyes and see that there must be a just and equitable allocation of budgets among SUC’s. Sana naman bigyan kami ng priority at bigyan din ng fair consideration ang budget for state universities like CATSU lalo na at lone university ang CATSU serving our beloved island province. We cannot turn away students wanting to pursue higher education. Wala silang pupuntahan lalo na ung mahihirap na students, they cannot afford to study in the mainland with the high cost of boarding house, meals and transportation. Kaya ang CATSU will have to make do with whatever is possible to make sure that no student is left behind.

The good news is, as of now, CATSU has a total of close to 1 Billion pesos funds including insertions from various sources for 2023, and we are proposing 1.4 Billion budget for 2024. This means that the budget of CATSU would have doubled during my term. It also means that the total budget of CATSU would be more than the total budget of all 11 towns of the island combined.
