LONG-DELAYED DPWH-5 GYMNASIUM PROJECTS. Work finally resumed last week at the gymnasium project at Cavinitan, Virac (right photo) months after it was allegedly abandoned by the contractor, leaving gaping holes and rusting steel reinforcements for the foundation. On the other hand, the second phase of a similar project worth almost P245 million being built by the same contractor on CatSU property in Calatagan Tibang (left photo) shows some progress. A check of the DPWH website shows that the two projects in Catanduanes were among the six gymnasium projects awarded in 2024 by the DPWH regional office in Bicol to Scheirman Construction Consolidated, Inc. With a total amount of P1.37 billion, the six projects, except for one awarded in 2025, were awarded by DPWH RO5 on Nov. 19 and 20, 2024 and were supposed to be completed by September 2025 or eight months ago.
