I have not seen, in recent years, any law passed by Congress that has made so much noise long before they became effective than Republic Act No. 11235 otherwise known as “Motorcycle Crime Prevention Act” which reportedly took effect last 22 May 2020. The reason perhaps is because it directly affects the lives of our ordinary folks as the motorcycle has been regarded as the new “vehicle of the masses” due to its low maintenance and affordable price.

Matindi ang mga kumokontra sa Kongreso para sa renewal ng TV Network na ABS-CBN sa pangunguna ni Deputy Speaker Paolo Duterte at Rodante Marcoleta. At kasama pa diyan ang katotohanang majority sa mga kongresista ng Mababang Kapulungan ay pro-Duterte. At napakaraming ibinabato ng mga paglabag sa batas sa nasabing network kung kaya’t kung titingnan mo, pilay na pilay na ang dalawang paa, dalawang kamay at halos bugbog sarado na ang buong katawan. Kaya ang maririnig mo na lamang ay ang mga paawa effect na ipinalalabas nito sa Myx, sa Cinema l, sa Cinemo, Jeepney TV at iba pa. Pero sabi ng ABS, sinisikil daw ang kalayaan sa pamamahayag sa pag-shutdown ng nasabing network. Ang totoo lang naman, ang nawala talaga iyong baklang kabayo at si Kardo lalo na si Tata Delfin na umiihi na sa pantalon niya. ABS-CBN shutdown forever, kasama iyong baklang kabayo!
Servant in God’s House
The lockdown was imposed last March 15, 2020 and it was on a Sunday. We, priests, were advised to cancel even the anticipated masses on March 14. It was all because mass gatherings were prohibited. I was already in a certain barangay chapel when I got the message. So, I told the people who were already gathered in that chapel to just go home because masses in barangay chapels were indefinitely cancelled. An old woman told me: “Ngata man ta kaipuhan na saraduhan ang simbahan saka i-cancel ang mga misa ngunyan? Na mas kaipuhan ta ngani magdasal?” That remark made me change my decision and I proceeded to say mass in that barangay, fully aware that I might end up in jail and at odds again with my superiors.
Rules, like promises, are made to be broken
Time and again, people have proven that they are prone to breaking the law and whatever guidelines that the government has crafted to benefit majority of its constituents.

We would have appreciated the courtesy of anyone asking our side before conclusions were made, especially by top provincial honchos like the PNP PD, the PHO head, the DILG PD, even the governor. But, we do not necessarily take it against them. Human nature – or is it only the Pinoy? – is such that we most often fall into the trap of making hasty conclusions and judgments. This is lamentable, but understandable, although in this particular case it may not be brushed aside as an innocuous alibi particularly when those that commit them are the supposedly wise and able leaders upon whom we expect a certain level of acuity.
