During the term of then Vice Governor Peter C. Cua, Alberto was second to then PBM Robert Fernandez in terms of attendance and resolutions filed. The installation of ATMs by the Land Bank of the Philippines at the Capitol lobby and at Eastern Bicol Medical Center is the offshoot of the resolution he sponsored.
He was also a three-termer vice mayor and three-termer councilor of the municipality of Bato.
The second of the three new PBMs representing the Nationalist Peoples Coalition (NPC) is the honorable Ricardo A. Peña who served as councilor of Panganiban town for nine years.
He took up 80 units in law course at Arellano University together with Atty. Arnel Sarmiento and once worked in Riyadh, Saudi Arabia as an OFW for two years.
He retired from DepEd Quezon City as a Master Teacher with emphasis in administration and supervision.
PBM Peña will be a good fit for the chairmanship of the Committee on Justice, if he does not consider the unfortunate fate of its two previous chairpersons.

The Department of the Interior and Local Government (DILG) and the Department of Agriculture (DA) has issued guidelines granting real property tax exemptions for qualified agricultural storage facilities under Republic Act No. 11321, or the Sagip Saka Act.
The Joint Memorandum Circular directs local government units (LGUs) to exempt from RPT structures, buildings, and warehouses used directly and exclusively for storing agricultural inputs and outputs, provided the property’s assessed value does not exceed P3 million.
This development will be welcomed in provinces with considerable agricultural production like Camarines Sur.
In Catanduanes, the only industry where the benefit could apply is in abaca, as some farmers have storage facilities for their fiber harvest.

A buy-bust operation in Virac last week led to the arrest of a 37-year-old jobless resident of San Pablo and the seizure of nine sachets of suspected shabu worth P40,800.00.
Elements of the Virac Municipal Police Station led by police chief PMaj. Kenneth Ding Gutierrez, together with the Catanduanes Provincial Intelligence Unit (CatPIU) and the Regional Police Drug Enforcenment Unit (RPDEU) apprehended the suspect, identified only in the report as “Joe” but alleged by those in the know as one Gian Gianan Aldea, in the operation that went down in Palnab del Sur.
He will be charged with illegal sale and possession of dangerous drugs and will join the long list of street level drug personalities netted by the police in recent months.

COUNSELLING. After a few years of marriage, filled with constant arguments, a young man and his wife decide the only way to save their marriage is to try counselling. When they arrive, the counsellor opens the floor for discussion.
“What seems to be the problem?”
The husband holds his long face down without anything to say. Meanwhile, his wife begins talking at 100km a hour describing all the wrongs within their marriage,
After 15 minutes of listening to the wife, the counsellor goes over to her, picks her up by the shoulders, kisses her passionately for several minutes, and sits her back down. The wife is speechless.
The counsellor looks over at the husband who is staring in disbelief and says, “Your wife needs that at least twice a week!”
The husband scratches his head and replies, “I can have her here on Tuesdays and Thursdays.”
