The celebration of the 126th Philippine Civil Service Anniversary this September is being spearheaded by the Catanduanes Council for Human Resource Management Practitioners (CCHRMP) led by its President Ma. Lilian Napasa-Manlapig, in coordination with the CSC Field Office-Catanduanes headed by Director II Enida B. Abordo.
The kick-off activity will be held in Pandan town, starting with the 1:30 PM Thanksgiving Mass at St. Ignatius de Loyola Parish Church, followed by the Parada ng mga Lingkod Bayani that will culminate at the town plaza where the opening program and fellowship night will take place.
The other scheduled activities are: Sept. 11 – Adopt-A-Forest/Tree Growing Activity in each municipality; Sept. 13 – Fun Run at CSC RO V in Legazpi City; Sept. 7-30 – Government Service Fair and Quiz Bee for JOs/COs, non-HRM permanent and HRM employees; Sept. 22-23 – Learning & Development HR Forum and Seminar at The Red Island Hotel (the CatSU hostel reportedly leased by Mayor Tabligan in the building, part of which is occupied by the Landbank Virac branch); and the all-important Family Day to be set by each agency.
Several hundred LGU and national agency officials and employees are expected to troop to Mayor Honesto Tabligan II’s municipality to participate in the first day of the celebration.

Another needless, utterly preventable death was belatedly recorded by the police in the capital town.
Two 3rd-year college students from the Catanduanes State University were reportedly on board a motorcycle sometime in the evening when they encountered a stray dog somewhere along the largely unlighted road from Danicop to Bigaa.
Presumably, the driver and his girlfriend crashed on the pavement, with both taken to the Eastern Bicol Medical Center where the female student was in a coma for a few hours before passing away.
The 21-year-old girl reportedly sustained an injury at the back of the head although she was allegedly wearing a half-face helmet.
The boyfriend, on the other hand, was hurt in one ear.
Both were said to be under the influence of intoxicating liquor at the time of the incident.
The Tribune sought details of the incident from the Virac Municipal Police Station but the duty officer at the time said no such accident was reported to them.
It was only when this paper inquired and an officer likely made some calls that the incident was confirmed.
It is not known how fast the motorcycle was traveling when it struck the dog.
Likewise, it is not certain whether the girl’s safety helmet was securely fastened at the time.
While impact with the pavement can actually knock off a motorcycle driver or rider’s helmet, there is actual evidence that a number of motorcycle riders consider wearing helmets a hassle.
Most of these irresponsible riders do wear the helmets but leave them unfastened while driving.
Police officers stationed along the highways condone the unsafe practice by not flagging these undisciplined drivers and riders, content with seeing them with their helmets on.

THE CONSEQUENCE OF DIVORCE. A husband and wife are divorcing and are in the process of arguing in front of a US judge over custody of the children. The mother is asked to give her side of the story and explains that since she has brought the children into this world, she should retain custody of them. The judge nods his head in agreement, then turns to the man for his side of the story.
The man thinks for a few moments, then stands and says, “Judge, when I put a quarter in a candy machine and a candy bar comes out, does it belong to me or the machine?”
