PBM temporary replacements appointed this week?

Governor Patrick Alain T. Azanza has announced that the National President of the Lakas-CMD has endorsed to the office of DILG Secretary Jonvic Remulla and the Office of the President six nominees as temporary replacements of the suspended Lakas PBMs.

The Certificate of Nomination of Gregorio E. Angeles, Adrian B. Torcelino, Virginia O. Sanchez, Aida O. Dianela, Gil L. Alintana, and Joy Z. Tamayo was signed by former House Speaker and Lakas President Ferdinand Martin G. Romualdez.

Presumably, the certificate came with the certificate of membership also signed by Romualdez pursuant to Section 1, Paragraph D of DILG Memorancum Circular No. 2019-21, in the case of “vacancies in the Sanggunian where there is only one, two, or no member at all left due to physical or legal reasons such as, but not limited to, leave of absence, travel abroad, and suspension from office.”

Section 1 of said paragraph states that “only the nominee/s of the political parties under which the sanggunian member/s who caused the temporary vacancy had been elected shall be designated by the President, through the SILG or the OIC-DILG.”

“In the designation herein mentioned, a nomination and a certificate of membership of the nominee from the highest official of the political party concerned are conditions sine qua non, and any designation without such nomination and certification shall be void ab initio,” the provision asserts.

A brief scan of the list of nominees will show that of the six, only Angeles, who has experience in legislative work as he has served as PBM in the East District prior to the turn of the century, has experience in legislative work.

On the other hand, Dianela is deemed to have no difficulty adjusting to the intricacies of the SP as she had been a member of the Board of Regents of the Catanduanes State University and vice president during Azanza’s presidency before she retired.

Torcelino is a vlogger from San Andres focusing on the travails of abaca farmers; Sanchez is the mother of Azanza appointee Atty. Aliza Anne Sanchez and wife of Gigmoto Councilor Nilo Sanchez; Alintana is a barangay kagawad of barangay Cavinitan, Virac and president of STACAP TODA which signed an agreement with then CatSU President Azanza; and “Titser Joy” is the former Caramoran mayoral candidate and wife of Azanza’s chief political strategist Atty. Ramil Joselito Tamayo.

They are expected to take their oaths before President Ferdinand Marcos Jr. anytime this week, along with the presumed Acting Vice Governor, PBM Fred Benedict T. Gianan, as well as the respective vice presidents of the provincial federations of the Philippine Councilors League (PCL), Liga ng mga Barangay (LnB) and Sangguniang Kabataan (SK).

PBM Xyrell T. Albaniel, the only other board member who was left after the purge of the SP 12, will serve as the most senior member.

The provincial government of has invited the public to pay their final respects to the late PBM Sonny in necrological rites scheduled June 12, 2026 at the lobby of the provincial capitol.

The invitation, however, did not give the exact time.

When my father, the late PBM Fred Gianan Sr., died 26 years ago, he was honored with a similar ceremony at the Capitol Dome.

“Four,” answered the boy.

“Seven.”
