Following an advisory from the Bicol Inter-Agency Task Force (IATF), the provincial government has issued a new Executive Order exempting Authorized Persons Outside Residence (APORs) of national government agencies from the COVID-19 testing requirement prior to travel to Catanduanes.
In Executive Order No. 022, s. 2021, adopting IATF Resolution No. 118-A and amending EO No. 14, Governor Joseph Cua stated that the province shall retain the Smart, Safe and Swift Passage (S-PaSS) Travel Management System and the approval of the Travel Coordination Permit before gaining entry into the island.
Hereunder are the S-PaSS documentary requirements for each type of traveler:
For APORs from national agencies and their attached agencies: valid Travel Order/Mission Order, Company ID and Date of Return; For Private APORs: valid Travel Order/Mission Order, Company ID, Date of Return, and original copy of negative RTP-PCR/Antigen/Saliva Test results valid for three days; for Returning Overseas Filipinos (ROFs): Passport and Certificate from the Bureau of Quarantine (BOQ) valid for three days; and for Locally Stranded Individuals (LSIs), government-issued ID, and original copy of negative RTP-PCR/Antigen/Saliva Test results valid for three days.
The order clarified that APORs who are not from national agencies or their attached agencies will be required to present negative test results.
On the other hand, it said, since BOQ Certificates already contain RT-PCR test results, ROFs are exempted from testing, provided they travel to their destinations within three (3) days after being issued the certificate.
If they do not travel immediately, they shall be considered LSIs and will be thus required to present a new, original copy of a negative test result valid for three days.
