IN SPITE OF THEIR PROMISE to the Sangguniang Bayan of Virac, the DPWH regional office and the contractor of the storm drainage project in the Gogon area did not install steel grating all throughout across the road in front of the church. Instead, the contractor provided relatively small openings above the deep canal intended to divert flood waters flowing into the junction to the nipa swamp in nearby Palnab.
