Her tenure at the Virac Water District (VIWAD) exemplifies the transformative impact of a highly motivated public servant.
Assuming dual roles as Acting Division Manager (Finance & Commercial) and Acting Senior Corporate Accountant within a year of her appointment to VIWAD as the Division Manager of the Administrative and General Services Division, Ang demonstrated exceptional leadership by conducting a comprehensive assessment of VIWAD’s operations and implementing innovative strategies to address challenges head-on.
General Manager Gabriel T. Tejerero said that among her key accomplishments was revamping the report preparation process and fostering stakeholder trust through efficient reporting.
She also tightened financial controls with a rigorous supply chain monitoring system and advocated for comprehensive supply management software, he added, with the initiatives resolving discrepancies and expediting the reporting process, ensuring smoother operations.
Extending her initiatives to revenue enhancement and operational optimization, she conducted a meticulous review of water connection classifications, rectifying billing practices and boosting revenue.
Ang likewise ensured VIWAD’s exceptional compliance with Freedom of Information regulations and supported environmental responsibility through her advocacy for the septage treatment facility.
The GM said her leadership culminated in the successful overhaul of water rates, securing LWUA approval for long-overdue adjustments after a 14-year freeze, leading to a remarkable 396% increase in VIWAD’s income.
He added that she also undertook a comprehensive review and restructuring of VIWAD to optimize personnel placement and establish new roles for improved workforce effectiveness.

Named an Outstanding Head Teacher for ONDRA Catandungan Award 2022, Gurrobat also received a Plaque of Excellence for outstanding, invaluable and meritorious contribution to the DepEd Catanduanes Division’s quest for Maturity Level II in the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) and the Superintendent’s Award for Innovative Idea and Solution.
Sir Efs has provided considerable contributions in the field of Science and ICT, spearheading programs to strengthen the instructional competencies of his Science teachers by integrating ICT in instruction, assessment and lesson designs.
Former DepEd Division Superintendent Socorro dela Rosa remarked that Gurrobat’s digital prowess stepped the performance of the division in PRIME-HRM by developing software programs such as the Automated Performance Appraisal and Monitoring System (APAMS) and Visitor’s e-Log Book (Ve-LB).
His novel and one-of-a-kind innovations have helped not only the division but also all its teachers, through the e-Class Record System and the Automated SF2 or the daily attendance report of learners that he developed.
Another milestone is the implementation of the I-START (Intensifying Strategic Teaching Approaches for Responsive and Transformative Science Teachers) program, a form of capacity building and intensive retooling of teachers, and the Kumustahan sa Agham Sessions, a random talk and meeting among teachers to provide immediate technical assistance on gaps and challenges encountered.
Other contributions of Gurrobat include the Automated Regional Achievement Test (RAT) Item Analysis Tool, MOOE Simplified Liquidation E-Template, School Organizations e-System (SOEs) and the design for 1st Automated Division Federation SPG/SSG Election.
“Though these are not part of his job description as a head teacher, these innovations are widely adopted by all teachers at SDO Catanduanes, giving them the convenient and easy way of consolidating aggregated school forms,” former SDS dela Rosa said.
