San Andres son earns MNSA with academic distinction

One of the 12 children of an outstanding son of San Andres town recently graduated with distinction from the National Defense College of the Philippines (NDCP).

Joanetto Victor N. Romano, Police Inspector IV of the Inspection and Audit Division (IAD) of the Inspection, Monitoring and Investigation Service (IMIS) of the National Police Commission (NAPOLCOM) in Quezon City, recently completed and was conferred the degree of Master in National Security Administration (MNSA) with Academic Distinction by the NDCP last September 14, 2022.

He is NAPOLCOM’s only representative – scholar for the grueling NDCP – MNSA Regular Course 57 for Academic Year 2021 – 2022.

Better known as “Con-Con”, he successfully defended his thesis entitled “Community and Service-Oriented Policing (CSOP): The Effectiveness of the Community Policing System in Valenzuela City”. He will soon be commissioned to the Philippine Naval Reserve Force with the rank of Commander (Res).

Con-Con has a Bachelor of Science in Commerce degree from the San Sebastian College, Manila; a Diploma and Master of Industrial Relations from the University of the Philippines in Diliman, Quezon City as a Civil Service Commission – Local Scholarship program (CSC-LSP) scholar and a Bachelor of Law degree from the Philippine Law School in Pasay City. He finished his secondary education at the Catanduanes State College – Main High School in 1988.

A proud Catandunganon, he is the eldest of twelve children of the late National Labor Relations Commissioner and lawyer Juanito Monjardin Romano of Mayngaway, San Andres, and the former Vernita Ann Enrile Narca.
