High number of Covid-19 admissions,
surge of new cases led to Alert Level 4

A day before the Inter-Agency Task Force (IATF) issued the declaration placing Catanduanes under Alert Level 4, the island province had the highest bed occupancy rate among top 10 areas in the country with high Average Daily Attack Rates (ADAR).
According to the Department of Health (DOH) COVID-19 Tracker as of Nov. 12, 2021, the COVID-19 bed occupancy rate of Catanduanes was at a high of 76.1%, as 51 of its 76 dedicated COVID beds were occupied.
This was the highest nationwide for that day, followed by the province of Apayao at 52.7%, Baguio City at 51.7%, Mountain Province at 46.9%, Ifugao at 41.9%, Nueva Vizcaya at 30.8% and Siquijor at 11.7%.
These provinces were among those with ADAR per 100,000 population of 7 or higher, which is considered high risk.
ADAR is the number of new cases in a city or province over a two-week period, divided by the population of the city or province.
Mountain Province had the highest ADAR that day with 24,72, followed by Apayao with 24.39, while Catanduanes occupied the 8th spot with 11.19.
Only Catanduanes was placed under Alert Level 4 beginning Nov. 17 until the 30th, with Baguio City, Siquijor, Batanes, Quirino, Nueva Vizcaya, Isabela City and Zamboanga City placed under Alert Level 3.
The Alert Level 4 has the same MECQ restrictions such as the prohibition on persons below 18 years old and 65 years old and above outside their residences and the limitation on individual outdoor exercises within the barangay.
Not allowed to be conducted are social events such as concerts and parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers, parades, processions, motorcades, and gatherings at residences with any person outside of one’s immediate household.
Also prohibited are the operation of establishments such as indoor tourist attractions, indoor meeting venues, amusement parks, indoor recreational venues, indoor limited face-to-face classes, indoor sports venues and gyms, all contact sports, and personal care services such as cosmetic and dermal clinics, make-up salons and tattoo shops.
However, it allows outdoor dine-in services in restaurants and eateries at a maximum of 30%) seating capacity regardless of vaccination status, provided all workers of the establishments are fully-vaccinated and health protocols are observed.
In addition to their outdoor capacity, indoor dine-in services may be allowed at 10% capacity but only fully-vaccinated individuals will be accepted.
Barbershops, hair spas, nail spas and beauty salons shall also be allowed at 30% capacity as long as the activity is conducted outdoors. The shops can offer indoor services to fully-vaccinated individuals at 10% capacity. This will be allowed as long as there is no objection from the local government unit concerned.
On the other hand, in-person religious gatherings are allowed at 30% capacity if conducted outdoors but can accept fully-vaccinated individuals in indoor venues at 10% capacity as long as the religious personnel are also fully vaccinated.
Processions and other mobile religious gatherings are not allowed but gatherings for necrological services, wakes, inurnment, and funerals for non-COVID deaths shall be allowed but limited to the immediate family members only.
