Travelers who are not resident of Catanduanes should present a negative RT-PCR test result with a validity of three days from issuance to be able to enter the province.
In addition, they must pass symptom screening at the ports of entry and exit, pursuant to new guidelines issued on March 1, 2021 by Governor Joseph Cua adopting the provisions of Inter-Agency Task Force (IATF) Resolution No. 101, s. 2021, on uniform protocols for land, air, and sea travel between provinces.
Exempted from the requirement are non-residents who are regular employees of companies or government agencies in the island, who only need to present their ID and travel order as proof of employment in Catanduanes.
On the other hand, Authorized Persons Outside of Residence (APOR) from national agencies shall submit their IDs, travel order and travel itinerary.
Under the relaxed IATF guidelines, all inbound passengers are exempt from the mandatory 14-day quarantine, with the exception of those exhibiting COVID-19 symptoms upon arrival on the island. They will be immediately transported to a provincial government quarantine facility.
Those going through seaports must present a StaySafe QR code, either through the app or a picture of their QR code while those passing through the airport must present a Traze QR code.
Seaports and airport officials must institute a process allowing inbound passengers without smartphones to register either on the two applications and participate in the contract tracing system.
On the other hand, Locally Stranded Individuals (LSIs) and Returning Overseas Filipinos (ROFs) must submit proof of residence such as but not limited to government-issued IDs and company IDs subject to verification. Pending verification, they will be temporarily held at the port of entry.
The Cua executive order likewise reiterates that all transports, transport terminals, sea ports and airport shall ensure the implementation of minimum health protocols, clinical and exposure assessment to ensure that only asymptomatic, non-close contact individuals are allowed to enter the province.
