PCol. Elmer R. Cereno retired from his post as provincial director of the Catanduanes police last Aug. 13, 2026, two days after elements of the Regional Police Drug Enforcement Unit (RPDEU) and the Virac Municipal Police Station seized P3.4 million worth of shabu in Bigaa, Virac.
He spent exactly 292 days as PD, with four of the nine months one of the proudest for the Catanduanes police as it topped the Regional Unit Performance Evaluation Rating (UPER) among the six provincial police offices.
The monthly UPER parameters include measuring the implementation of discipline, law and order; conduct of recruitment and selection process; ensuring personnel morale and welfare; human resource actions on placement and promotion; management of personnel and records; and personnel plans and policies.
Last Friday, May 15, 2026, during a testimonial dinner and retirement ceremony in the presence of his family, PBGen. Erosito Miranda and directorial staff, key CATPPO officers and chiefs of police, as well as Gov. Patrick Alain Azanza, RTC Judge Irwin Peña and other government officials, Cereno was accorded proper honors upon his retirement from the police service, having served the PNP with distinction for 34 years, two months and four days.

There is a P4.80 difference between the pump price of diesel at retailers Silangan (P96.60 per liter) and Powerzone (P101.40 per liter), with the two competitors also showing a similar difference in price for gasoline.
If one is buying less than P500 worth of fuel, he or she would be better off at Carlito Tariman’s gas stations or at Ultragas. This would include tricycle drivers and motorcycle owners.
But for those with four-wheeled vehicles, buying diesel or gasoline in increments of P500 and P1,000 from Powerzone is advantageous as the latter gives a discount.
For a P1,000 purchase that gives you 9.86 liters of diesel, one gets a P69 discount equivalent to 0.68 liter, for a total purchase of 10.54 liters.
On the other hand, P1,000 at Silangan gets a motorist 10.35 liters of diesel, for a difference of 0.19 liter or a value of P18.35 based on the station’s pump price.
The amount of the discount changes with every increase or decrease in the pump price but the Powerzone’s business strategy remains the same: encourage big vehicle owners to buy more and hoping that the revenue outpaces expected income from tricycles and motorcycles gassing up for a hundred pesos.

THE PRACTICAL JOKER. A wag who was known as a practical joker and who had played the most diabolical tricks on his friends was about to be married himself and was therefore very nervous. Would his friends get their revenge?
He was in a sweat when the vicar announced: “Is there any reason why this couple should not be joined together?” and despite his constant fear the ceremony and the wedding reception went without water pistols or rude telegrams. They even got to their hotel without incident.
Next morning the groom called room service. “This is Mr. Smith in room 13, I’d like to order breakfast for two.”
At this point a voice from under the bed said: “Make that five!”
