PSA rolls out APCAS in Catanduanes to streamline Civil Registry corrections

The Philippine Statistics Authority (PSA) continues to strengthen its digital services with the implementation of the Administrative Petition for Correction Automated System (APCAS), also known as E-Endorsement, in Catanduanes.

This system is designed to simplify and speed up the process of correcting entries in civil registry documents, making services more efficient and accessible to the public.

To support its rollout, PSA Regional Director Cynthia L. Perdiz visited Catanduanes last April 21–22, 2026 to lead discussions and training for Municipal Civil Registrars and Local Civil Registry Office personnel.

The activity included updates on Civil Registration Memorandum Issuances under the Civil Registration and Vital Statistics (CRVS 201), Civil Registration Rules and Procedures, and a focused training on APCAS.

APCAS allows the electronic filing and endorsement of petitions for minor clerical or typographical corrections, such as misspelled names, incorrect birth dates, or erroneous gender entries, as well as change of first name.

Through this system, Local Civil Registry Offices can directly transmit petitions to the PSA, reducing paperwork and the need for multiple client visits.

As of 30 April 2026, the municipalities of Viga and Virac have successfully tested the system, signaling their readiness for full implementation.

With APCAS, clients can expect faster processing, less travel, and a more convenient experience. Interested individuals are encouraged to coordinate with their Local Civil Registrar for eligibility and requirements.

The rollout of APCAS underscores PSA’s commitment to delivering efficient, modern, and citizen-centered civil registration services.
