
Vice Governor Peter C. Cua and the 11 members of Sangguniang Panlalawigan recently received a plaque of recognition for its outstanding legislative performance, with PBM Robert A. Fernandez the top performer with 131 resolutions processed in 2024.
The Department of the Interior and Local Government (DILG) awarded the plaque to the Catanduanes provincial board during the 33rd National Convention of the Provincial Board Members League of the Philippines (PBMLP) at the Century Park Hotel in Manila last March 17 to 19, 2025.
The award acknowledged the Sanggunian’s exceptional local governance mechanisms, which earned them the Seal of Gold Local Good Governance (SGLG) Provincial Award for 2024—the highest honor granted by the DILG.
In addition to Catanduanes, the Sangguniang Panlalawigan of Albay, Camarines Sur, Camarines Norte, and Sorsogon in the Bicol region also received the same recognition.
SP members who have completed three terms were also honored for their outstanding commitment to public service, among them PBM Rafael C. Zuniega.
Meanwhile, a report issued by SP Secretary Atty. Gilbert Suarez stated that PBM Robert A. Fernandez led the provincial legislators in the number of resolutions processed by the body in 2024.
PBM Fernandez, who is running for vice governor in the 2025 National and Local Elections, authored a total of 131 resolutions, just ahead of ex-officio PBM and Philippine Councilors League (PCL) provincial federation president Joselito T. Alberto with 127.
Here’s the tally of the other PBMs in resolutions passed last year: PBM Edwin T. Tanael – 104; PBM Santos V. Zafe – 96; PBM Rafael C. Zuniega – 85; PBM Dean Roberto T. Vergara – 58; ex-officio PBM and Sangguniang Kabataan (SK) provincial federation president Fred Benedict T. Gianan – 43; PBM Josevan A. Balidoy – 36; PBM Jose Romeo R. Francisco – 30; PBM Jan Ferdinand A. Alberto – 23; and ex-officio PBM and Liga ng mga Barangay provincial federation president Tito V. Villamor – 22.
PBM Fernandez is also among the board members with the highest attendance records in the past year, along with PBM Zuniega and PBM Joselito Alberto.
