The Department of the Interior and Local Government (DILG) has commended the provincial government of Catanduanes and 10 other municipal LGUs for the excellent performance of their respective Peace and Order Councils (POCs) and Anti-Drug Abuse Councils (ADACs) in the CY 2023 audit.
Aside from the Provincial POC, the other LGUs honored for exemplifying excellence in governance and security were Bagamanoc, Baras, Bato, Caramoran, Gigmoto, Pandan, Panganiban, San Andres, Viga, and Virac.
The DILG said the recognition highlights the steadfast commitment of the province and the 11 towns in fostering a safe, peaceful, and resilient environment for the people and is a testament to proactive governance and community-driven initiatives to uphold peace and security across the island.
The prestigious award is granted at the regional, provincial and municipal government level to encourage LGUs to continue strengthening collaboration between them and law enforcement agencies in the campaign against criminality, illegal drugs and other threats to peace and order.
Last Feb. 28, 2025, the provincial government successfully conducted the formulation of the Provincial Peace and Order and Safety Plan (PPOSP) for 2026-2028 during a workshop at Twin Rock Beach Resort in Virac.
Just a day earlier, the DILG also lauded the province and the same 11 municipal LGUs for being included among the Bicol region’s 75 high-performing Anti-Drug Abuse Councils (ADAC) during the 2024 ADAC Performance Audit and Awards.
The awards recognize the LGUs’ effective implementation of their respective anti-illegal drug programs and are proof of their relentless effort to eliminate illegal drugs through a heightened campaign, rehabilitation and community initiatives.
Recently, the DILG also congratulated the barangays of San Nicolas in Panganibam and Bulalacao in Caramoran for successfully passing the CY 2024 Seal of Good Local Governance for Barangays (SGLGB).
The SGLGB is a performance assessment and recognition system designed to distinguish barangays with outstanding performance across various governance areas.
It also intends to encourage barangays to continuously progress in delivering efficient, equitable and quality public services, particularly in the core governance areas of financial administration and sustainability, disaster preparedness, and safety, peace and order.
The villages are also assessed in the essential governance areas of social protection and sensitivity, business-friendliness and competitiveness, and environmental management.
