Ten barangays in five towns of Catanduanes are now eligible to receive P20 million each for their chosen development projects after undergoing the Retooled Community Support Program (RCSP) aimed at ending the local communist armed conflict.
The Department of the Interior and Local Government (DILG) Catanduanes provincial office identified the barangays as Bislig, Carangag, Datag, Puting Baybay, San Isidro, San Vicente, and Timbaan, all in San Andres; Sogod Tibgao in Virac; Mabini in Caramoran; Balangonan in Pandan and Cabuyoan in Panganiban.
Completion of RCSP implementation in the 10 barangays came after the respective RCSP Core Teams conducted on-site immersions, enhanced Barangay Development Planning, strengthening of Barangay-Based Institutions, Serbisyo Caravan and the Solution Seeking Tables.
The RCSP is a convergence mechanism for local government units (LGUs) particularly in the barangay for the identification of issues and needed government intervention. It is anchored on empowerment framework aimed to develop the capacity of the community to organize themselves and own development by bringing about value-chain interventions to uplift their current condition.
In implementing RCSP, governance gaps and needed development interventions are identified. To ensure sustainability, communities are empowered, barangay-based institutions are strengthened, and barangay development plans are crafted.
Among the deliverables that LGUs and RSCP team need to comply include the evaluation of RCSP implementation, crafting of periodic peace status report, conduct of community-based satisfaction surveys, re-echoing of programs to other barangays.
RCSP is also essential in the operationalization of the Executive Order No. 70, issued by President Rodrigo Duterte to end insurgency in the country through the whole-of-nation approach, as it ensures convergence of implementing national and local government priority programs.
RCSP is geared towards creating and attaining sustainable peace thru well-functioning government, equitable distribution of resources, free flow of information, good relations with neighbors, high levels of human capital, acceptance of the rights of others, low levels of corruption, and sound business environment.
