
A former member of the New People’s Army who surrendered last week to authorities in Caramoran town will be entitled to reintegration benefits under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).
According to the report of the Catanduanes Police Provincial Office, the male resident of Maysuram voluntarily gave himself up to the Revitalized Pulis Sa Barangay (R-PSB) unit in the area at 12:10 PM of March 4, 2026.
The report said the former rebel turned over a Cal. 38 pistol marked “USA” but without a serial number, as well as two bullets.
He is now in custody of the Catanduanes 2nd Police Mobile Force Company for appropriate debriefing and documentation while the pistol has been turned over to the Caramoran Municipal Police Station for proper disposition.
The surrender is the fruit of the heightened campaign of national government against the communist insurgency even as it continues to call on guerillas to rejoin society and collaborate with the authorities.
The incident was supervised by the joint efforts of the Catanduanes 2nd MFC headed by PMaj. Lester V. Quililian, together with the Caramoran MPS led by acting chief of police PCapt. Gringo B. Taule, the Provincial Intelligence Unit led by PLt. Col. Joseph Abel D. Jarabejo, and the 83rd Infantry Battalion, Philippine Army Delta Company headed by Sgt. Jomar A. Galimbas.
“This successful operation is evidence of the effective coordination and continued efforts of the government forces to maintain peace and order in the province of Catanduanes,” the report stated.
In 2024, two former NPA members were assured of at least P186,000 each in reintegration assistance under E-CLIP being administered by the Department of the Interior and Local Government (DILG).
These packages consist of P15,000 in Immediate Assistance, P50,000 as Livelihood Assistance and P21,000 as Reintegration Assistance, with part of the latter serving as reimbursement for the reintegration costs of the receiving unit.
The provincial government also gave P100,000 each to the two ex-rebels to help them rejoin the mainstream of society.
This does not include the government’s remuneration of firearms surrendered by the former rebels, with the value depending on the weapon’s condition.
The E-CLIP assistance is given to qualified regular members of the NPA and the Militia ng Bayan (MB) who surfaced on April 3, 2018 and onwards and have expressed the desire to abandon armed violence and become productive members of society.
Pursuant to a memorandum agreement, the immediate assistance of P15,000 per FR is supposed to be released for mobilization expenses while his or her enrolment in the ECLIP is being processed.
The PNP also secures any firearm surrendered for appropriate processing and evaluation, with the FR placed in a halfway house after authentication of his status.
During the implementation phase, the FR is assisted by the local SWDO in securing a government ID and provided an orientation on livelihood planning, skills training, training on financial management, orientation on employment opportunities as well as available educational or vocational programs.
After he or she is discharged from the halfway house, the former rebel is granted the livelihood assistance, along with PhilHealth enrolment, support for the relocation of the family, psycho-social support and provision of shelter and legal assistance if necessary.
