A DPWH CONTRACTOR tore up a stretch of concrete pavement on the highway fronting the Virac airport runway last week (top photo), raising eyebrows among motorists who observed that the road section was relatively in good condition compared to several others located farther ahead (bottom two photos). The Tribune tried to confirm with the DPWH Maintenance Section if the contract covers the other “shattered” road sections along the same stretch of the national road but the official in charge was attending a meeting.
