
The Catanduanes Police Provincial Office (CATPPO) signed a Memorandum of Understanding (MOU) last week with security agencies operating in the province in order to empower and mobilize security guards as force multipliers in the fight against criminality.
An initiative of PNP Provincial Director PCol. Eduardo D. Quijano, the agreement launches OPLAN S.O.S.I.A. or Strengthening of Functions and Output-based Performance of Security Guards through Involvement to the PNP Anti Criminality Campaign.
Vice Governor Peter C. Cua, who was guest of honor and speaker at the event held at the CATPPO Heroes Hall in Camp Francisco Camacho last March 25, 2025 was joined by PBM Robert A. Fernandez in extending support to the joint endeavor, along with PMaj. Allan Dale V. Ginez, who represented PLt. Col. Lilibeth R. Relano, assistant chief of the Regional Civil Security Unit 5.
The security agencies which signed the MOU were: ARDCI PRIME Security Services, Inc.; Catanduanes State University Security Services, Citizen Drug Company Guard, Department of Education, Grand Meritos, Jazmar Security Agency, Jericho Security and Investigation Services, JSL Security Agency Inc., Lockheed Global, Lockheed Security and Investigative Agency, Marvelous Security and Investigation Agency, Metroguards Security Agency, Inc., PGTJI Security Agency, Inc., Profiler Industrial Security Agency, Quickstar Security Agency, Renjamel Security Agency Corp., Safeguard Security Agency, Sancus Security Agency, Ultracore Security Agency Ltd. Corp., and Vortex Guardia Security Inc.
Under the MOU, the CATPPO will mobilize security personnel in crime prevention efforts, surveillance, and incident response within their assigned area; provide seminars and trainings on citizen’s arrest, evidence handling, crime prevention and security protocols; distribute crime advisories, safety tips and intelligence reports to improve situational awareness; and establish a group chat for real-time reporting and assign a focal person to manage security-related updates.
It is also tasked with conducting mock exercises to improve emergency response; maximize beat patrols and visibility, hold quarterly meetings with security personnel and officials, commend outstanding security guards for exemplary performance, and work with business to access CCTV footage wit crime investigations.
Security agencies, on the other hand, will act as force multipliers by securing crime scenes while awaiting police intervention; maintain constant contact with local police stations for quick information relay; participate in police-led security drills and simulations; and serve as community intelligence agents by reporting suspicious activities, among others.
