Prior to the Tribune’s discovery that the trussed-up and tape-bound victim of extrajudicial killing in Caramoran was the subject of a recent robbery complaint, speculation was that he was either involved in illegal drugs or a member of the communist rebel group gone bad.
One knowledgeable public official surmised that the victim may have either ran afoul of his boss in the drug trade, got caught by his former comrades or accidentally killed while being tortured.
The robbery complaint reportedly filed last May 20, 2024 by the Virac police with the Provincial Prosecution Office introduces another possible motive behind the gruesome murder.
Sources told the Tribune that a woman residing in Virac población was the alleged victim in the robbery that occurred in barangay Rawis at 2 AM of April 23, 2024. Where in Rawis, inside a house or establishment or outside in the boulevard or elsewhere, we do not know as information is not yet available.
On the other hand, Jose Tuquero Jr., the Palnab del Sur resident who claimed that the Caramoran victim was his 19-year-old son, Sonny Boy Tuquero, remembers having seen the teener together with a woman.
There is also the rumor that Sonny Boy, assuming his father is right, was a fixture at the former Virac police station headquarters during the stint of former police chief Maj. Robert Kevin Caparroso, who allegedly sponsored the teener’s schooling at one time.
As the public official opined, the dastardly crime could not have been done by a woman or a man alone. At least two or three men could have subdued the boy, tied him up and bound his head with packing tape. And they must have had practice before.
Whether police investigators managed to gather enough clues and link up circumstantial evidence together, the public would have to wait.
For now, the Tuquero murder case would be the 9th or 10th extrajudicial killing in the Happy Island since 2016.

Someone who wants anonymity but is clearly frustrated handed over a list of gripes against the DepEd Catanduanes Schools Division Office.
The informant says that processing of transactions (except perhaps for those involving contracts) at DepEd is turtle paced that it takes a year for vacant items to be filled up.
He/she suggests that the division do away with the ranking of applicants as the selection is only based on “whom you know,” not “what you know.”
There’s no merit and fitness in the selection while the so-called Prime HRM is sadly absent.
With the schools’ opening just days away, the complaining LET passer is asking why the division has yet to release the RQA.
Despite his/her misgivings, the unknown informant just the same appeals to the current DepEd management to consider the ability and attitudes of those they want to hire or promote.
On his/her assessment that the Catanduanes SDO is already hopeless, he/she suggests that the division management be taken over by an undersecretary just to set things and procedures straight.
