Nearly 85 percent of Catanduanes’ 315 barangay councils and less than half of the Sangguniang Kabataan are fully compliant with the Full Disclosure Policy of the Department of the Interior and Local Government (DILG) in the first quarter of 2024.
In a report posted in its website, the DILG Regional Office No. V said that 266 barangays posted on their FDP Board copies of their Barangay Financial Report, Barangay Budget, Summary of Income and Expenditures, 20% Component of National Tax Allotment Utilization, Annual Procurement Plan, the quarterly list of Notices of Award, and the Itemized Monthly Collections and Disbursements for the first three months of the year.
Twenty-six (26) barangays were partially compliant while 20 were considered non-compliant, the DILG stated.
However, a check of the BFDP Compliance Report posted in the DILG-5 website showed an error: barangay Rizal in Baras town posted all nine (9) documents but were also marked partially compliant and non-compliant.
If Rizal is fully compliant, then the actual totals would be 266 fully compliant barangays, 28 partially compliant and 21 non-compliant.
Seventeen (18) of the non-compliant villages are in Bato town: Bagumbayan, Bote, Cagraray, Guinobatan, Ilawod, Libjo, Libod Poblacion, Marinawa, Oguis, Pananaogan, San Andres, San Pedro, San Roque, Sibacungan, Sipi, Talisay, Tamburan and Tilis.
The other three are in Panganiban: Burabod, San Antonio and Tilis.
The partially-compliant villages are in the following towns: Bagamanoc (2) – Hinipaan and San Isidro; Baras (4) – Buenavista, Caragumihan, Paniquihan and Western Poblacion; Caramoran (1) – Camburo; Pandan (12) – Santa Cruz, Marambong, Cobo, Libod, Oga, Pandan del Sur, Panuto, Porot, San Rafael, San Roque, Tokio and Wagdas; and Panganiban (9) – Alinawan, Babaguan, Cabuyoan, Cadgarao, Maculiw, Panay, San Jose, Santa Maria and Santo Santiago.
All barangays in the towns of Gigmoto, San Andres, San Miguel, Viga and Virac were fully compliant with BFDP, the report showed.
With regards to the SKs, the DILG 5 stated that 133 barangays were able to post all seven required documents – the three-year Comprehensive Barangay Youth Development Plan, Annual Barangay Youth Investment Plan, Annual Budget, the quarterly Register of Cash In Bank and Other Related Financial Transactions, and the monthly Itemized List of Purchase Requests for the first three months of 2024.
San Miguel SKs, all 24 of them, were fully compliant while the balance came from Virac (51), Caramoran (17), Pandan (15), Bagamanoc (13), Panganiban (9), Gigmoto (2), Baras (1) and San Andres (1).
Sixty-five (65) SKs were partially compliant while 117 were non-compliant including all 27 youth councils in Bato town, the report said.
Of the 38 SKs in San Andres, 37 were non-compliant, it added, with just one compliant SK – Santa Cruz.
None of the SKs in Viga town were fully compliant with the SKFDP, with all 31 of them just partially compliant.
The other non-compliant SKs are broken down as follows: Bagamanoc (5) – Bagatabao, Bugao, Poblacion, Quigaray and Suchan; Caramoran (10) – Bothoan, Dariao, Iyao, Maui, Milaviga, Sabloyon, Supang, Obi, Tubli and Guiamlong; Gigmoto (1) – San Vicente; Pandan (11) – Santa Cruz, Catamban, Cobo, Hiyop, Libod, Napo, Oga, Pandan del Sur, Panuto, San Isidro and San Rafael; Panganiban (14) – Alinawan, Babaguan, Bagumbayan, Burabod, Cabuyoan, Cagdarao, Mabini, Maculiw, Panay, Taopon, San Juan, San Vicente and Santo Santiago; and Virac (12) – San Jose, Salvacion, Palta Small, Palta Salvacion, Francia, Constantino, Concepcion, Cavinitan, Cabihian, Batag, Antipolo del Sur and Antipolo del Norte.
Mandated by DILG Memorandum Circular No. 2010-083, the Full Disclosure Policy (FDP) requires local governments to fully disclose particular financial documents to their constituents, such as the budget and how it is disbursed and used, to minimize corruption and misuse of public funds.
To help LGUs comply with the FDP, the FDPP was created as a centralized repository for uploading financial documents, making it easier for the public to view, download, and print these documents.
