SP to verify implementation of charity bed allocation in two private hospitals

The Sangguniang Panlalawigan will invite the heads of two private hospitals in Catanduanes to provide information on the implementation of the charity bed allocation in such hospitals.

In a privilege speech during the 8th Regular Session on Feb. 26, 2024, PBM Joselito Alberto said DOH Administrative Order No. 2007-0041 mandates all private hospitals to allocate not less than ten percent of their authorized bed capacity as charity beds.

The beds are reserved for indigent patients or those classified as Class C or D patients, providing them with the healthcare they deserve, regardless of their financial capabilities, he said.

PBM Alberto stressed that the order, rooted in the Philippine Constitution’s recognition of health as a human right, aims to ensure that affordable health services are available to all.

This is a noble endeavor, and one that aligns with the principles of compassion and solidarity that should guide our healthcare system, he said.

“By implementing charity beds, we not only fulfill a legal obligation but also contribute to the well-being of our community. We extend a lifeline to those who are most vulnerable and in need of our assistance. We embody the spirit of bayanihan, working together to uplift those who are less fortunate,” the ex-officio member and president of the Philippine Councilors League in Catanduanes stated.

This may pose challenges, particularly in terms of financial considerations, for the private hospitals, the PBM stressed, but he expressed his firm belief that the benefits far outweigh the costs.

“The goodwill and positive impact generated by such an initiative are immeasurable,” he added. “Moreover, it is an investment in our collective future, fostering a healthier and more resilient society.”

The management of the Immaculate Heart of Mary Hospital and Catanduanes Doctors Hospital Inc. will be called to the SP session hall this Thursday, March 7, 2024, to provide necessary information in aid of legislation to the joint Committee Meeting of Justice and Human Rights, and Health.

Under said DOH Administrative Order, violators will be subjected to sanctions as provided in existing rules and regulations governing the registration, licensure and operations of hospitals as stipulated in Administrative Order No. 147 s. 2004 as amended by Administrative Order No. 2005-0029, Administrative Order No. 2007-0021 Harmonization and Streamlining of the Licensure System for Hospitals and Administrative Order No. 2007-0022 Violations Under the One-Stop Shop Licensure System for Hospitals.
