RUSH HOUR ON VALENTINE’S DAY proved frustrating for motorists and commuters alike in Virac after the Catanduanes Provincial Police Office serenaded passersby with romantic music from a police band and gave red flower balloons to the fairer sex, with the activity backing up traffic for more than 200 meters on both sides of Camp Francisco Camacho.
