CONSTRUCTION HAS STOPPED

CONSTRUCTION HAS STOPPED at this project being implemented by the DPWH Regional Office on what used to be a productive rice field of the Catanduanes State University. The project billboard states that the excavation being done is for the second phase of the Construction of Multi-Purpose Building seen in the background that was started in May 2024 with a project cost of P24 million for the first phase. The second phase was supposed to be for the second floor of the building which will house stalls and the roof over an assembly hall. However, official sources claim, the DPWH regional office decided to implement the second phase as a separate building from the initial phase in a possible violation of existing laws, rules and regulations. This reportedly prompted the same office to decide to move the second building near the uncompleted Phase I structure, with the two buildings to be linked by a covered walk.
