Business taxpayers, bookkeepers reminded to register books with BIR

The Bureau of Internal Revenue is reminding all business taxpayers, accredited tax agents and bookkeepers or their authorized representatives transacting with BIR offices to register their books of accounts online before the set deadlines.

In an advisory issued last week, the BIR said the taxpayers are to register the manual, loose leaf and computerized books of accounts on Dec. 31, 2023, Jan. 15, 2024 and Jan. 30, 2024, respectively, using the Online Registration and Update System (ORUS) pursuant to Revenue Memorandum No. 3-2023.

Instead of the manual stamping of books of accounts, a Quick Response (QR) code will be generated by the system upon online registration of books of accounts in the ORUS. The QR code shall be printed and affixed by taxpayers in the front of each of their registered books of accounts.

Penalty for failure to display the cover page shall be imposed per existing revenue regulations and issuances, the BIR warned.

As the account enrollment in ORUS is required, the BIR said that in case the concerned taxpayers need to update their registered email address, they may send an application to update email address by accomplishing BIR Form S1905 and submit the same via email together with the required documentary requirements.

The agency reiterated that renewal or registration of new manual books of account every year is not required unless the same is fully consumed.

‘This will reduce the number of persons visiting the BIR offices where transaction is not necessary and not required by the tax authority,” the advisory stated.
