
Health facilities from Catanduanes bagged six trophies in the 11th Serbisyong Salud Bicolnon Awards and Araw ng Pasasalamat conducted by the Department of Health (DOH) Bicol Center for Health Development last Friday, Jan. 13, 2023 at the Marison Hotel in Legazpi City.
The Baras Satellite Treatment Center for the Programmatic Management on Drug Resistant Tuberculosis Treatment Center (PMDT) was named as the Top Performing Facility for Drug-Resistant Tuberculosis Treatment Success (Race to End TB Awards).
Provincial Health Officer II Dr. Hazel Palmes received the plaque and P30,000 prize together with Baras Municipal Health Officer Dr. Ariel Acompañado and DOH Provincial Officer Dr. Robert John Aquino.
Named as one of the five Best Performing Facilities for MR-Td (Measles Rubella Tetatus-Diptheria) and Chikiting Bakunation Days (CBD) was the San Miguel RHU headed by Dr. Lilian Olfindo, who received the award together with Vice Mayor Noel Morales.
The Baras Rural Health Unit led by MHO Dr. Acompañado headed the five (5) Best Performing Facilities for the PinasLakas nationwide booster vaccination campaign.
The same PinasLakas Award was given to RHU Panganiban as the winner among municipalities and the Provincial Health Office of Catanduanes as the top performer among the six provinces, receiving P50,000 and P150,000, respectively, along with the plaques.
Juan M. Alberto Memorial District Hospital was recognized for having the Best Mental Health Program Implementation, worth a plaque and P100,000 prize.
Present during the ceremony were Governor Joseph Cua, Bagamanoc Mayor Odilon Pascua, Caramoran Mayor Glenda Aguilar, Pandan Mayor Raul Tabirara, San Andres Mayor Leo Mendoza and San Miguel Vice Mayor Noel Morales, along with Provincial Health Officer II Dr. Hazel Palmes and the municipal health officers.
Also receiving plaques of appreciation for their roles in the nationwide COVID-19 vaccination campaign were the Catanduanes State University, which was represented by Medical Officer II Dr. Felix Ma III, and PIA Catanduanes headed by Infocen Manager Edna Bagadiong.
With the theme “Pagkaburunyog para sa Salud nin Kagabsan”, the annual event gathers all local health implementers to recognize and appreciate their exemplary practices towards the nation’s realization of the Universal Health Care.
Present in the event were DOH Usec. Nestor Santiago Jr., Director IV of Health Facility Development Bureau of DOH Central Office Dr. Ma. Theresa Vera, Bicol CHD Regional Director Dr. Ernie Vera, and DOH Bicol CHD Assistant Regional Director Dr. Ferchito Avelino, DOH officials, Governor Edcel Grex Lagman of Albay, Governor Ricarte Padilla of Camarines Norte, Governor Joseph Cua of Catanduanes, mayors from municipalities/cities in Bicol, representatives from Local Government Units (LGUs), Regional Directors from National Government Agencies (NGAs) and their representatives, Faith-Based Organizations (FBOs), media, and other health partners.
In his keynote message, Usec. Santiago urged the DOH’s partners to give attention to non-COVID health programs and services that were adversely affected as the country focused on the pandemic.
“This is not to say that the threat of COVID has died down as we are still in the state of calamity,” he said.
On the other hand, he pointed out that despite the high coverage of 94% for the primary series of the COVID-19 vaccination of two doses, the low 27% accomplishment for the 1st booster dose is a big challenge to LGUs and other health partners.
He sought their help in attaining the targets, including the provision of the 1st booster dose to senior citizens which remains at 79%, short of the target 90% level.
11th Serbisyong Salud Bicolnon awardees
The highest award given was the “Green Achiever Award Provincial Level” which was awarded to the Provincial Government of Albay. The municipalities of Bulan and Barcelona, Sorsogon, Dimasalang, Masbate, and Malinao, Albay, and the cities of Ligao and Legazpi, Albay were also given the green achievers award.
These awardees from the different LGUs were recognized for their performance in the implementation of health sector reforms and the various health programs and activities.
Meanwhile, the program and special awards were awarded to the various LGUs, health facilities, media partners, and other stakeholders for each of their specific health program accomplishments.
Along with the SSB Awards, all LGUs, partner NGAs, partner FBOs, some media partners, and other health partners were awarded plaques of appreciation to give thanks for their outstanding efforts level amid COVID-19 Pandemic.
The online SSB Academy was also launched as part of the promotion and access of the public to health education of the various programs of the DOH. On the other hand, the Bicol South Luzon-Subnational Reference Laboratory (BSL-SNRL) awarded the winners of their Logo-making Contest together with the reveal of the logo of the BSL-SNRL.
The 11th SSB Awards and Araw ng Pasasalamat also hopes to encourage LGUs and other health partners to continuously implement health programs and improve the delivery of accessible, equitable, and quality health services.
