All local government units are now mandated to enroll all infrastructure projects charged to their respective 20% Development Fund in the SUBAYBAYAN Portal of the Department of the Interior and Local Government (DILG) upon enactment of their Annual Budget.
This order is contained in Memorandum Circular No. 2026-017 issued on March 4, 2026 by DILG Secretary Juanito Victor Remulla.
The portal serves as the department’s centralized platform for tracking, documenting, and evaluating project implementation progress across all LGUs.
Previously, only infra and non-infra projects of LGUs which are recipients of grants under the Local Government Support Fund (LGSF) were enrolled in the portal which is intended to strengthen transparency, accountability, and effective monitoring of local development and infrastructure projects.
While 20% DF infra projects are to be immediately enrolled in the portal, the non-infra projects, programs and activities under the same fund are not included in the requirement.
DILG regional and field offices shall monitor and validate project enrollment and updating as well as monitor LGU compliance.
The circular also reminded LGUs of the prohibitions under Sections 19 and 111 of the General Provisions of the FY 2026 General Appropriations Act.
Sec. 19 prohibits political involvement in the implementation of non-infrastructure projects that involve the distribution of cash assistance, financial aid, or similar support.
To this end, the LGUs shall ensure that the distribution is conducted exclusively by authorized government officers and personnel; no public official holding elective positions, electoral candidates, politicians, political parties or their representatives participate in, influence, or are present during the distribution; no political signage, branding, paraphernalia, or activity is displayed or conducted within the distribution area; and protocols and reporting mechanisms are in place to ensure compliance.
On the other hand, Sec. 111 directs LGUs to ensure that every infrastructure project funded under the GAA has a QR Code accessible to the public, which is linked to all documents required under the provision.
Sec. Remulla warned that non-compliance may affect the performance assessment results of the LGUs and their eligibility under the DILG’s oversight and performance mechanisms, including but not limited to the Seal of Good Local Governance (SGLG).
He stated that non-compliance may also affect the eligibility of LGUs to access future funding and other forms of assistance from the national government and cases of non-compliance may be referred to the appropriate disciplinary or investigatory authorities.
