1946-2022

Maya Angelou said: Your legacy is never one thing, it is every life you’ve touched.

And indeed, behind FICELCO’s five decades of service to the people of Catanduanes is a man who was the first to envision for FICELCO to be the catalyst for sustained progress and development.

GM Fred, as fondly and respectfully called by his colleagues in FICELCO, was on the frontline when the Cooperative was created through Presidential Decreee No. 269 with mandate of non-profit electric distribution in rural areas. At the age of 25, he spearheaded the organization of the first five electrification districts which were Baras, Gigmoto, Bato, San Andres, San Miguel and Virac to be represented by a Board of Director. He was then elected as the first president of the Board of Directors. Through his leadership, the registration for the incorporation of FICELCO with the National Electrification Administration was facilitated and eventually the charter was approved.

On September 6, 1975, he was appointed as General Manager. During this time, he facilitated the construction of the Coop’s power plant and the headquarter facilities. By 1981, FICELCO was able to achieve 100% energization of all 11 municipalities.

On behalf of FICELCO Board, Management and employees, we give honor to GM Fred’s contribution to the rural electrification program in Catanduanes. FICELCO will carry on with your legacy with every home that we light on and with the community that we continue to serve with commitment.
